The Southern Tier Harness Horsemen's Association is a non-profit organization, whose purpose is to serve and represent all horsemen. That is, all that train, race, ship in to race at Tioga Downs. The STHHA, is associated exclusively with Tioga Downs. The track is located in the heart of the Southern Tier Region of New York State.
