Minutes of the STHHA General Membership Meeting
Tioga Downs, Nichols, NY
August 10, 2007
The meeting was called to order at 3 PM, by Guy Howard, President.
Treasurer Report:
Fred Apker, Treasurer reported a balance of $107,264.00 currently in STHHA accounts.
2007 Election:
Due to the lack of qualified candidates for the 2007 STHHA election, no voting was conducted.
Joe Osmeloski will remain on the STHHA board in a three year position. Judy Lanpher will also
hold a 3 year position on the board. An additional STHHA member will be appointed to a one
year term by the board at its next meeting, as per the By-Laws. In 2008 one 2 year and three
3 year positions will be up for election by the general membership.
Accomplishments of the STHHA in 2007:
Guy reviewed some the issues that the STHHA was involved in 2007
" The paddock tent, which added an additional 30 stalls to the paddock.
" The creation of horsemen's parking lot near the paddock.
" An increase in the purses after the first week on racing.
" Furnishing of the STHHA office which has a TV and a computer available for horsemen's use.
" Blood Gas Analyzer was purchased for use at Tioga with the STHHA paying for half of the initial
cost and a stipend for the vet. taking the samples.
" The STHHA made several donations in the past year: $1000 to the HHT Scholarship Fund, $3000
to Stray Haven for their equine rescue building, matching funds to help Corey Braden who was
injured in a racing accident.
" Co-sponsored the Drivers Championship, which generated a record handle for Tioga Downs.
" Changed the location of the lasix facility.
" The addition of fences along the ditches leading to the track.
" Picnic tables in the paddock.
" Increased security on the backstretch.
Thanks to the horsemen for putting up with the inconvenience of having the track close early on
Thursdays when concerts are held. Hopefully there will be a better schedule next year.
Legislative Letter - the STHHA sent a letter to NY legislative leaders voicing their support for
Jeff Gural's proposed bill.
Winter Projects:
" The addition of speakers in the barns.
" The addition of windows to the barns.
" A permanent addition to the paddock.
" Winter training.
Guy thanked management for working with the horsemen.
Jeff Gural then addressed the horsemen.
He touched on the possibility of moving the paddock in order to facilitate the proposed hotel.
The plans for the hotel include a sewage treatment plant which would enable Tioga to establish
grooms quarters (the lack of grooms quarters at Tioga is due to the lack of a suitable sewage system).
His legislative bill will hopefully be approved by the NY assembly and senate in October.
The Tioga handle is lower than last year, but simulcast is up.
He plans to focus on rebanking and resurfacing the track for next year and for a possible increase in
purses.
Health Insurance:
The STHHA now offers its members affordable health insurance through MVP, details are available on the
health insurance handout.
